Mr. O’Neal, a native of Ocracoke, was the son of the late Harry Walton O’Neal and Essie Parson O’Neal and the husband of Bonnie Phillips Wilmore O’Neal of the residence.  He was a retired Master Chief Quartermaster from the U.S. Coast Guard and a retired Captain from the N.C. Ferry Division and a member of Ocracoke United Methodist Church.

Besides his wife he is survived by two sons, Charles O’Neal and wife Anne Stuart of Washington, NC, and Lewis O’Neal of Ocracoke, NC; six brothers, George O’Neal and wife Catherine of Mesic, NC, Richard O’Neal and wife Ginger of Hertford, NC, Reginald O’Neal and wife Elva of Ocracoke, NC, Walton “Cotton” O’Neal and wife Sue of Ocracoke, NC, Rex O’Neal and wife Miggy of Ocracoke, NC, and Herbert O’Neal and wife Karen of Mesic, NC; two sisters-in-law, Carol O’Neal and Helen O’Neal both of Elizabeth City, NC; a step-grandson, Davis Lane Rumley; and many of nieces and nephews.  He was pre-deceased by his first wife, Edith McCook O’Neal; a son, Franklin O’Neal; and four brothers, James “Sam” O’Neal, Jimmy O’Neal, Harry F. O’Neal, and Bruce O’Neal.
