Born in Mcveigh, Kentucky, he was the son of the late Warren and Maltie Brugh.

Doward is survived by his daughters, Deborah Higgins of Goldsboro, NC; Pam O’Neal of Virginia Beach, Va; a sister Garnett Sharp, and three grandchildren: Nicole O'Neal and Chad O'Neal of Ocracoke, and Mariah Brugh of Virginia Beach; two great-grandchildren: Carter O'Neal and Kyler Luna; and extended family.

A Celebration of Life Service will be held on Saturday, January 23rd at 1:00pm at Ocracoke Community Center. In lieu of flowers, donations can be made to Ocracoke Volunteer Fire Department. Anyone who would like to bring food can bring it to the service.
